I under stand the spirt of this proposed rule is intended to help hard working citizen's and indivuals from making mistakes and possible falling prey to some of the scams and hardships that maybe spring out less genuine business opertunities. However there is a gulf of difference between legitamite business oppertunities like Quixtar or Cutco and fly by night scams. This is really a infringement on our freedoms as american citizens. Poeple need to be free make mistakes and ignore risk something truly great happens to poeple who can perserve and achive something with out being bogged down with the facts most of which will be gone from memory shortly after being read. When the need to succed is great enough the facts don't matter. I appreciate you corncern for you common man and the well being of all but please take into account all the poeple this new rule may negitvely effect The organization know as Quixtar changed my life and gave me hope and a dream to strive for and yet when i signed on I had barely no knowlege and knew only the poeple who showed it to me. However durring the long and gruling proccess that it took to get where i am I became a better person and a better citzen of the United States and every day i thank them for providing me with the oppertunity that I i wished and prayed for.
