I sincerely desire for all people who wish to investigate a business opportunity to have complete disclosure. I believe all honest, legitimate business sponsors desire the same. While dishonest sponsors will always find a way to work their way around the current rules, they will also find ways to manipulate the proposed changes OR ANY RULES that you could ever devise. It is because they are not people of good will and will seek to abuse any system for their own gain. Meanwhile, the proposed rules will greatly hamper the development of business by the honest majority of people who seek to further their own business and help new people begin their own. It will hamper the honest people because as honest people they would try to comply as best they could. The end result would be a great burden on honest people of good will and another obstacle for the cheaters to work around. In short, no rules will change human nature! You will find that in six months there will be newer more clever means devised by scoundrels to skirt the rules while the honest majority struggles to implement the ruling. Finally you will accept the fact that the courts are open and if a person feels he/she has been cheated by one of the scoundrels they can seek justice there. This is already the case. These rules will not have the desired effect. Please do not place this burden on the honest, hard working people of America who work hard and try to play by the rules. We have far too many rules already. The cheats you think you will affect will not follow or care about any rules. th
