I am writing to oppose the above proposed FTC rule. I have been a registered IBO since May of 2006. Since my involvement with Quixtar, I have appreciated the liberty to make business decisions without any hinderance from rulings or regulations to obstruct me in conducting business. Also, I plan to expand in other states, since I have travelled and made many contacts in other locations, I believe this proposed ruling would be a threat and a serious, unecessary burden in trying to promote my business venture. If there is a concern about someone not having enough time to make an informed business decision, there is a contingency set in place for someone to have their investment money returned to them if they are not satisfied. I hope my comments and others have and will make an impact to not have this ruling in place. Thank you for your time. Sheba L. Stephens
