I understand and appreciate your efforts to protect people from fraud, but at the same time I think that you are going too far. I am originally from Bulgaria (USA citizen now) and came to USA because is the land of opportunities. In my journey to find the best one I came accross pyramid scams and unethical people, but I have never stop believing that MLM, done the right way and with the right company, is the purest form of capitalism and it is perfect for individuals with low income. The proposed rules will make it more complicated and unnecessary confuse people. They will not stop crooks and unethical individuals from being the same, but will create difficulties for legitimate companies and individuals to do business.
