Comments:It appears that the FTC has carefully considered provisions to protect the public against the businesses and individuals that seek to take unfair advantage. However the greater concern must be how much the proposed regulations will jeopardize the rights and freedoms of free enterprise. For every illegal and unscrupulous business opportunity that preys on the public there are countless thousands of opportunities that are fair in nature and give hope to those who are privileged to work with them. The proposed regulations should not in any way adversely effect fair business. Government must protect and defend free enterprise. To do less will destroy the system that the proposed regulations purport to protect. I am an independent business owner with Quixtar under Team Builders organization. I have found these organizations and their programs to be inherently fair and protective of their independent business owners and their customers. They offer a 180 day guarantee of satisfaction or your money and shipping costs are refunded. Their compensation plans are fair and reasonable. Having said that, I believe that if the propose regulations are overly broad they will suppress the normal growth of the businesses and handicap both of these organization's ability to competitively operate. The proposed waiting periods will tend to engender fear and scientism. The requirement to disclose confidential information about ten persons or entities involved with the company is an unnecessary violation of the privacy of the ten above described persons or entities. The required disclosure of unsubstantiated claims against the company creates unfair and unreasonable business environment and tend to promote the concept of "guilty by accusation." The requirement that every prospect receive calculations for income claims is an impossible task. Income determined by productivity. If the prospect is not productive there will be no income. Since the only way that any of the people in the Team Builders and Quixtar organization earn money is through productivity there is no way to predict how productive a prospect will ultimately become. The compensation plan used by Team Builders is fully disclosed and discussed on the Quixtar website and in print. To require additional disclosure is redundant and suppressive for those organization that openly disclose their compensation plans already. Thank you for considering my comments.
