In every business, there is a risk. It is the fire of entrepreneurship that overcomes that and with dedication and sweat one can reach success. If you implement this ruling, you are not just asking a dream to come through through dedication and sweat..... you are asking blood!. A lot of the growth of the economy of a country depends on small businessess. If you will implement this ruling, you will kill the economy of the country. You will discourage a lot from dreaming the American dream. Instead of rewarding hard work, you will be punishing the person with a lot of unnecessary regulations. I hope you will consider the damage you will do to a lot of people and to the economy of the country as a whole. US Citizen.
