To Whom It May Concern, My wife and I have been Quixtar IBOs since Sept 99 and were involved as Amway Distributors before that. I owned a Sporting Good store when we first got involved along with other investments and have spent 25 years in the corporate world in various management postions. We achieved the Direct Distributor level while involved with Amway and the suplemental income stream allowed us to replace my wife's income so she could stay at home to raise our two children. We have benefited personally and financially through our business involvement. We have concerns regarding the FTC proposals. The suggestion of a seven day waiting period for registration would have many negative effects on our business. We feel this would significantly slow momentum and growth with new IBOs. The privacy of our business associates has always been of highest priority. To be required to provide local references of IBOs we do not even know and work with is a violation of privacy in our opinion. We certainly would not want to be on a list anyone could call and inquire about our business. It would take a lot of time and how could I give information of this nature to folks I don't even know. I would not feel comfortable with negative impact this could open the door to of people using this as a way to prospect another IBOs prospect. Prospects have plenty of opportunity to meet IBOs and discuss questions with others. The idea of a litigation list gives me great pause. What if my local hospital, bank or Target had to disclose all their litigation to me? To highlight only the negative of any business seems grossly unfair to me. I certainly would not want my doctor or accountant to have to disclose their income to me nor would I want to have this personal information to be required of me. Thank you for your time to hear my concerns. Sincerely, Roger Hardy
