Thank you for listening; i will keep my comments short. I have reviewed the proposed regulation change and i am dismayed to find that rather than enforce current laws and regulations. You find it necessary to create more cumbersome regulation; that, will hinder and burden those who already follow the current guidelines. I have been an IBO with the Quixtar organization since it launched in 1999, and an Amway distributor since 1986. in the 20 years that i have been affiliated with both companies; i have never seen an organization that does a better job of policilng itself. Fraudulent behavior is simply not tolerated. We always distribute the sa-4400 (ftc approved earnings statement) and we make every effort to ensure that prospective business associates understand the cost and commitment required to build thier own businesses. The teaching organization (Globalnet), that we are affiliated with; provides the finest and most ethics based traning available. I cannot speak to companies outside of Quixtar; but i find it hard to believe that most other direct marketing companies; would allow anything but the highest standard of ethics possible. I am concerned about this proposed regualtion change, beause it indicates to me a growing sentiment in our nations capitlol; that our citizens need to be protected from themselves. Just as; creating more laws restricting gun ownership does not reduce crime, neither will; creating more regulation regarding our industry, stop those who are violating current regulations and are cheating the public. I do understand that the FTC's goal in this matter is to find a way to gain compiance from those who are currently disregarding existing laws and regulations, but; hurting those who are complying with those same laws and regulations; is not the way to do it. Example: I hate spam and junk faxes and (by law) I now have to sign a form from businesses (that I want to do business with), every three months, to allow them to send me email and faxes and yet I still get the spam and junk faxes from the very people that the law was intended to protect me from. I implore you to abandon the proposed regulation and to find a way to work with our industry leaders to find a better way to enforce the laws and regulations currently in place.
