July 15,2006 RE:Business Opportunity Rule,R511993 Dear Sir or Madam: I am writting this letter because of my concern about the proposed Business Opportunity Rule R511993. I am opposed to the 7 day waiting period because it is excessive burden to any company and distributor who would be required to document and follow-up,thus impeding new business development. It casts direct sales in negative light. I oppose being forced to provide written substantiation of earnings.It is an excessive burden given the $35 investment of money to enter the business. I also find that the rule requiring the disclosure of a minimum of 10 purchasers closest to you is unfair and unconfidental. I think it could threaten the business relationship of the references who may be involved to other companies. Also it subjects these references to crossmarketing by competitors. I am in favor of contact information for purchasers be available upon request and not be limited to geographic proximity. After searching for 16 months without an answer I found one. I started my home based business to provide my 2 year old daughter with a natural way to control her autoinflamatory disorder. This home based business has helped my family significantly, not only for better health, but for additional income. I can now spend more time at home. And it continues to benefit the health of others that I share it with. How tragic it would be to take this all away. I understad the value of the role of the FTC mission. Also I do think that it is a protection from fraudulent groups out there. Yet, these particular rules unfairly target legitimate direct selling businessess. The proposed new rule exceeds what is necessary and needs significant modification. We live in a free market economy where people have the responsibility of making informed decisions. I again oppose the 7 day waiting period that creates a unnecessary delay. And I again oppose the references rule, as it increases risk for ID theft.
