To Whom It May Concern, While I can appreciate the need to protect consumers from true fraudulent companies, I feel that Business Opportunity Rule R511993 is going to hurt more good and honest people than it will help. For many of us working two jobs and raising children, direct sales is more than an income, it is hope. Not the hope of lottery tickets but the belief that given a minimal investment of a $35 distributor kit we can capture a part of the American Dream. The rules as stated will virtually stop dead in their tracks the average person by convincing them from the start that this is something they could never do rather than something that anyone can do. The major hurdle for any of us in this business to overcome is time. The ten person referral alone would convince 90% of the people evaluating a business that they would never have the time to do that. We need to foster more small business for this country to get the average person back on their feet not less. Please reconsider. Sincerely, John G. Bleir
