Dear Sir or Madame, My experience as a Quixtar IBO has been nothing but positive. I was introduced to this incredible business opportunity by someone I knew and trusted. In the three years that I have been an IBO I have found that this is the most common form of sponsorship into the Quixtar businesss opportunity; individual IBO's helping the people that they know and people that they meet find a legitimate, honest and effective vehicle to accomplish their needs, wants and desires in life. I am not aware of any Quixtar IBO that I am affiliated with using classified ads, internet ads, mass emails or anything other than person to person relationship based opportunity sharing. For most people in this country, more traditional businesses our out of reach due to the high cost of start-up capitol. Quixtar and similar direct selling businesses give average Americans the opportunity to become business owners with very low start-up cost (Quixtar registration fee is less than $50). When this opportunity was presented to me it was done so in a professional manner with literature which included a disclosure of the average monthly gross income of Quixtar IBO's. My sponsor and his sponsor as well shared with me the type of income they were earning at the time because I asked. I use the same literature with the same disclosure as well as the same openness with my prospects as do all IBO's that I am affilliated with. This was sufficient information for me, as it has been for all of the prospects that I have sponsored, to make an informed, low risk decision. Quixtar IBO's agree with the spirit of the your proposed rules. In fact, we have in place already our own, self initiated guidelines to ensure that everything we do is honest and above reproach because it is good business to do so. We are not a Johnny-come-lately or fly by night get rich quick scheme. We are bussiness owners who have been in business as long as thirty years and intend to be in business for a very long time to come. Our past and our future are only accomplished by doing business the right way. Your proposed regulations, however, would greatly cripple the abillity of people such as myself to successfully grow our businesses. A seven day waiting period seems silly for an investment of $50. Not only is it silly but it would effectively mean that I would have to sponsor each individual twice, thus cutting my productive time in half. This is an undue burden that your regulations would cause on my business. In an age of identity theft and rampant person to person fraud it would be very inappropriate to be forced to give people my financial records to satisfy your proposed financial substantiation rule. Also, giving prospects the names and addresses of other IBO's to satisfy your proposed requirement of references is innappropriate for the same reason. This rule also opens the door for an IBO to spend his time and even money to prospect someone only to have that person register with one of the referrenced IBO's. That could only happen if your proposed rule is enacted. My family has benefitted in numerous ways because of the Quixtar business opportunity. We have been able to associate with successful people who are coaching and mentoring us with the highest ethics and morals that I have seen anywhere. We have been given the abillity to increase our income relative to the amount of work we are willing to due. The bottom line is that through our Quixtar business we only get paid when when products and services are purchased. That is true business and what America is about; the opportunity to create income through the sales of products and services. Please know that your proposed regulations, while well intentioned, are far too overeaching and intrusive. Most of all, they will actually prove to do the opposite of their intended purpose. They will hurt American families, such as mine, by hindering thier abillity to improve their lives and futures
