There are places where no IBO's exist yet, so it would be impossible to give references of 10 IBO's in the area. Also, and I may just be ignorant to the matter, but if an organization was not legal and not bound by morality and truth, it wouldn't be difficult to convince 10 people to sign up so they have their list of references. It seems that it won't do much good at the expense of many people's privacy. I don't think privacy should be taken very lightly.
