I've been in this business since 1993. I'm concerned that this proposed rule would have a deleterious effect on my business. The requirements for a 7 day waiting period and enforced disclosure would, in my opinion prevent many people from becoming involved in what is a legitimate and proven enterprise. Scam operators, whose depredations you are trying to prevent would simply ignore the requirements of this rule. Moreover they are highly unlikely to have any prior history to disclose. I do feel that indivduals who are considering becoming involved in businesses such as ours are enitiled to recieve proper information, enabling them to make an informed decision. For us that mechanism is already in place. This requirement would not enhance that.
