I am concerned that if proposed Rule R511993 is adopted in its present form, the livelihood of independent distributors of many decent business, such as WIN, will be significantly compromised. There is no need for new rules or regulation. Consumers are well protected by FTC's existing rules. Hte seven-day waiting period is unnecessary and hampers my ability to enroll new distributors into lawful transactions. People buy cars and other much more costly items without such a waiting period. By adopting this new rule, the FTC does a disservice to the consumers and especially to the Americans everywhere who are trying to get ahead by starting their own business or earning necessary supplemental income to help support their families. I believe this proposed new rule will have substantial negative consequences that could be avoided by a less burdensome approach. Thank you for considering my comments.
