To Whom it May Concern: I am a small business owner that spends part time growing an internet based Quixtar business and a Chemical Engineering consulting business. I am commenting on the proposed Rules for business opportunities and fully support complete Integrity and Honesty in any dealings I have with any part of my business. I also think of this Rule in the perspective that it could apply to daily business activities such as utilizing a Doctor or Lawyer or other professional. If all such professionals had to give me a copy of all litigation for the past 10 yrs., I doubt I would be able to locate a Dr. or Lawyer in a timely fashion to help me with my need. The same for a 7 day waiting period to consider if I wanted to use their services AFTER I requested to consider their services. These two rules are no more effective when applied to my type of business than to the examples above. I do supply information consistent with the Spirit of Honest communication and approved by our contracting corporation. People are given the time they want to research, discuss with family, match the business to their needs and are never forced to decide any quicker then meets their needs. I have had people take 6 weeks or more and I have had people do their own research and register themselves in a few hours with no help from me. Dictating a specific waiting period is not helpful to the individual - how long should a person be forced to wait when they decide to buy a car after first seeing it?? And they cannot get their money back after a car decision as they can with our business. I provide friends and others with a reasonable picture of how income is produced along with use of published numbers on typical incomes for successful business owners. One of the more important areas we consider is the TIME we consume of people considering our opportunity. Certainly we answer questions and spend the amount of time THEY need to obtain the information consistent with their interest level. Forcing a stantardized and complete detailed format on numerous income levels and how they are calculated is not effective until a person approaches that income producing level in their own business. Telling people what my income is or someone else's income is not appropriate in any profession. Do your Doctors give you a list of references before they will render services to you? We do give the names and communication means of Team members to new business owners and they have the perogative to "bail out" and receive a full refund. This is totally unneccessary and does not relate to the judgement ability of the references. Ladies and Gentelmen, business opportunities offer people an option other than a JOB where the owner of the JOB totally controls their income, their time, their success, their freedom in life, and their future. The "normal" approach to income the last 60-70 years during the Industrial Revolution has been get a JOB. Before that, families and people delivered goods and services as Businesses. Today in the Information Age independant businesses are growing again and we do not need mandated impediments to inhibit the opportunity for one to grow their own Family Business. I hope you will be able to consider these issues in your assesment of the needs in this area. Thank you for your time in considering these issues. Sincerely, Dave Busby
