To whom it may concern, I deeply disagree with and am alarmed by this proposal. I believe that the intent is good but the execution is flawed. Many of the proposed rules would hinder legitimate and legal businesses such as my own to operate on a fair market standing. Please consider the suggestions made by Quixtar INC and its associates in this matter. My life and my families has been greatly helped and influenced by the opputunity offered by Quixtar. Many others nationwide will be denied this if these current rules are passed. Thank you.
