I believe that the broadly worded nature of this rule will hurt legitimate commerce and increase both business opportunity fraud and identity theft. By not specifically and narrowly defining the term "business opportunity" the door is opened for many consultants, advisors, and trusted confidants to be prosecuted merely for giving legitimate business advice. The disclosure of customer contact information is a violation of individuals' privacy. The disclosure will make it easy for persons desiring to commit fraud to obtain falsified customer records and easy for persons wishing to commit identity theft to impersonate purchasers of business opportunities. Please do not pass this rule change or at least significantly alter it in such a way as to not harm those people trying to conduct legitmate consulting, coaching, and advising efforts.
