Dear Sirs, With regard to the mentioned proposed rule changes that are in the process of formation I am a Quixtar IBO and the business environment is tough enough to overcome with all the scams out there. But the one thing that makes Quixtar different than any other business opportunity is that Quixtar will without any questions asked refund your money. They have even refunded money on items that were almost completely used. But here is a run down of the problems that I see with your new regulations. The requirement of a 7-day waiting period: Not necessary as Quixtar will refund any and all items with not questions asked. The requirement to provide references: Again just more busy paper work as Quixtar will refund any and all items without questions. Requirement to provide a "Litigation List": This one is a bad idea for all legitimate business as it will only encourage worthless lawsuits that will only cost money to defend and time. As illegitimate businesses will just not show this list to potential people. The requirement for specific earnings disclosures: This is, in my experience, all but impossible as the earning are related to the work involved. As for myself my earnings are not constant from month to month, but it is purely based on my work. The requirement for financial substantiation: Again, this is, for this type of business next to impossible to provide as the way the business is built there is no standard for structure. In conclusion things are just fine as is for a legitimate business, and as we all know a scam will not abide by these new rules and regulations. Thank you for your time. John Engel
