This would be absolutely not beneficial to persons considering starting thier own home based business as a means to better their lives in SO MANY WAYS. There are so many reasons why this works for so many, and many reasons why it fails to work for others...it would be hard to get that across in this way. Home based businesses work hard to make this a little to NO out of pocket expense for new consultants, making it a win/win solution for them no matter why it didn't work for others. This proposal if it passes would ruin the dream for many before they even gave it a chance to be fulfilled just by being frightened away at the many others who failed before them without considering the many others who SUCCEEDED!!
