I think the proposed rule would be a great benefit for all potential prospects for any business opportunity. One of the problems with business opportunities like MLM for example, is that the participants have a strong desire to recruit more and more people into the system. And then make money off the new participants purchases. Obviously, there isn't an infinite number of people in the world today so trying to make money by trying to get more people into the MLM system most often is a dead end. Requiring that participants furnish information to prospects will help that prospect better decide if a certain opportunity is worth the financial investment. As the system works now, prospects could be told many different things (and potentially not the truth) again because of the desire of the participants to recruit as many people as possible, in almost any way possible. This proposed rule should help reel in any dishonesty that can become a huge problem in such money-making ventures as MLM.
