Business Opportunity Rule, R511993 Home based business proposal concerns: The seven day waiting period would hinder the success of my business and the success of the prospective business owner as most home based businesses get the best start. I would like to replace my job with my home based business -needing to provide lawsuit information is a burden and is not required by corporate jobs. It is the individuals responsibility to check into any career move - whether it is Arthur Anderson, CitiGroup or a home based business. To need to provide a litigation list is also unfair. To have to show all suits, even those determined to be groundless or frivolous can place a slant against the company. All large companies have litigation issues. Again, people should be required to do their own due diligence. The requirement to show income potential with references is not applicable and could either limit the capacity of the new person or scare them away. Quixtar utilizes the current guidelines and it is an honest and modest statement of potential and average incomes within the business. Also, it is an invasion of privacy to submit actual documents. That is like asking a coworker to see their paycheck to make sure that one is on the same track. It doesn't work that way. Most companies prohibit sharing salary information. Also, this business pays based on the work done without the political factor. Corporations cannot make that claim. A blanket law to weed out fraudulent businesses placed an undo burden on legitimate businesses and the fraudulent businesses simply get better at evading the law. People are obviously looking for career alternatives as in the current business environment there are shrinking options in the normal job track. This is made quite clear by the fact that these fraudulent home based companies have hit the market. Limiting the honest business owner takes away opportunities and can discourage the growth of what could be a great business. The successful business owner contributes a lot to society, both in tax dollars and in the community. Please consider revising this proposal. Sincerely, Andrea B. Houk
