To Whom It May Concern, In Regards to Business Opportunity Rule R511993, I am very much against this attempt by lawmakers to stifle free enterprise in the name of anti-fraud, anti-terrorist, or the like. Once again, a broad sweeping over-reaction band-aid to problems better enforced by stiffer penalties for fraud and misconduct and severe enforcement of such penalties instead of "several ruining for all". There should not be a "penalty fitting the crime". The penalty should be much harsher than the crime to discourage the wrongful act. This should not be a fair tradoff or reward for the act! THen let's ENFORCE the penalty! This new attempt at legislation penalizes everyone, including innocent American citizens attempting to carve a niche in American capitalism. Do not tie their hands and mine by burying us in the red tape of bureacracy. We can provide more taxes by earning more money and provide others the same opportunity and a chance at a better life and an honest way of living. This is our goal. When we find fraud, we will report it because it is wrong and endangers our well-being and others we care about. Very much like this new bill offering. Please do not ruin the opportunity for honest Americans to help others. The cliche' "God helps those who help themselves" applies here. In America today it seems less people help themselves and depend on others instead. The type of business I represent, network marketing, let's me help others, only then do I succeed. No misclaims, no misrepresentations, no omittance of information. Just an honest offering of a chance for enrichment of their life, through the enrichment of others. Please consider my letter.
