This new proposed rule is proposterous. Absolute insanity. It's going to hurt a lot of businesses including my own. Had this rule been in effect when I wanted to join Avon, I assure you - I personally would not have joined. I started Avon to make extra money to help me with school expenses and establishing a downline helps me add to my own income to help me save for those school expenses - don't take that away from me and the many others who need the extra money without all the hassle. I have enough to deal with without having to worry about ignorant rules like this passing - like wondering why the government won't financially help a lower-class intelligent white female pay for college but they will help some foreigner who hasn't worked a day since they arrived here. Their are bigger topics to focus on than people who sell Avon, Mary Kay, etc. Try looking at the big picture sometime.
