Your proposed business opportunity rule would will not protect consumers from the intended fraudulent schemers. rather it wiil hamstring a legal business like Quixtar/Amway that have nearly a half century doing it legally and ecthically. I have been a part of both the US Government and a Quixtar/Amway Independent Business Owner (IBO) for over 20 years, and I wish my government ran as efficient and as ecthical as the people who run these corporations. Don't lump the good in with the bad. As a consumer and citizen let me look out for myself. Thank you, Stewart M. Daniels
