Dear Commission, I am most concerned about the proposed Business Opportunity Rule R511993. In its presented form, it could prevent or severely restrict me from continuing as a full-time independent representative of the home based business from which I have earned an honest and fair income for the past 11 years. I started my Network Marketing business because of the products that many others love and because of the opportunity to help others and at the same time provide an honest income for my family. Please don’t destroy my small business with rules that severely restrict and rules that do not prevent the crooks from doing what you are trying to prevent. A waiting period, as you suggest, would give the public the idea that there’s something wrong with me or our plan and also reflects badly on me. I also think this seven-day waiting period is unnecessary, because my health and wellness company already offers a 100% money back guarantee. If your true concern is to protect the consumers than require other companies like mine to offer a simular guarantee. Our wholesale membership only costs $14.95 annually and is much less than most any other wholesale buying club like Sam's, Cosco's, etc. which by the way do not have to give out 10 prior purchasers. People buy TVs, cars, and other items that cost much more than that and they don’t have to wait seven-days. Under this waiting period requirement, I will need to keep very detailed records when I first speak to someone and will then have to send in reports to my company. I am a small home business and this burden will hurt or destroy my business. This proposed rule is bad Finally, the proposed rule requires the disclosure of a minimum of 10 prior purchasers nearest to the prospective purchaser. I am glad to provide references, but in this day of identity theft, I am very uncomfortable giving out the personal information of other individuals and question the legal issues that may be involved This rule will do nothing to stop the crooks and scams on the Internet which seems to be your intent – they violate the current rule all the time. I am a good, hardworking, honest, American citizen and it will hurt me. Thank you and please help me. Sincerely, Roy Kirby
