THE PROPOSED BUSINESS OPPORTUNITY RULE IS DISCRIMINATORY AND AN OVERKILL. IT WOULD EFFECTIVELY PUT OUT OF BUSINESS PEOPLE WHO DEPEND UPON MULTI LEVEL MARKETING FOR THEIR LIVELIHOOD, INCLUDING SENIORS AND SINGLE PARENTS, MANY OF WHOM OTHERWISE HAVE TO RELY ON WELFARE. THIS PROPOSED RULING MUST BE DEFEATED.
