I am familiar with the heavy responsibilities that the FTC is faced with and I very much appreciate the consumer protection rules that govern business practices. There are many businesses out there that follow ethical principles, but there are some businesses out there that do not. Under your proposed new ruling, I would be required to submit a legal action summary listing any and all legal actions filed against me regardless of the outcome (in the categories you list). It should be necessary for me to disclose only the legal actions that were upheld, not any and all legal actions. As a consumer, I would not know if an individual was innocent of the charges. Instead, I would see the person as guilty until proven innocent. To require companies to provide cancellations and refunds is not a problem because many companies provide in writing a 100% money back guarantee. However, the requirement to provide a listing of all cancellations and refunds for the past two years would be costly. People sign up into a business with preconceived ideas on how to run their business and end up making wrong decisions. People sign up for just short-term goals. People sign up only to find out that that line of work is not for them. These and other reasons in and of themselves do not paint a bad picture of a company. But mixing the many people who are not dissatisfied with those few who happen to be dissatisfied will be misleading.
