Hello, My name is Lawrence M. Raines, Jr and I would like to say that I am against the proposed "Business Opportunity Rule, R511993", as it is presently stated. Everyone wants and understands the needs to curb bad and deceitful business practices. However, the concerns of ongoing honest business owners need to be protected as well. I am am independent distributor for a company called VEMMA, which makes and sells an outstanding nutritional product. It is a very reputable company which has an excellent record with its customers and distributors. My wife and I are senior citizens and we rely heavily on the proceeds from our home business to supplement our fixed income. Some of the proposed rules such as the 7 day waiting period would cause unnecessary anxiety with our customers as well as very burdensome record-keeping and administrative costs. Again, I realize the motivation behind your proposed changes, but I strongly urge you to work directly with organizations that represent honest, reputable home-based businesses before making any drastic changes. There are millions like me who are legitimate business owners working at home to try and make ends meet. Working with those in this industry who are known to be reputable can only make your proposed changes more targeted and improve the possibility of stopping those who are fraudulent. Thank you very much for your time and consideration, Lawrence M. Raines, Jr Virginia Beach, VA
