Ladies and Gentlemen of the FTC, Having reviewed your proposal, I would like to comment on the following: although I understand the intent, keeping consumers from being scammed by organizations that are not legitimate, I disagree with the measures to be taken to "prove" that a company is legititmate. A company like ours at PartyLite, of which I am a consultant, would be required to submit information of its "lineage" back 10 persons, which frankly is a lot of work for us and is somewhat of an invasion of privacy for those persons. Also, a waiting period of 7 days to submit papers means a much greater difficulty for us to encourage new consultants to begin -- more paperwork and steps and red tape to conquer means less enthusiasm and more doubt. I would like to encourage you to consider changing the details of your proposal to allow for legitimate companies to continue to operate their business successfully. I applaud your continued efforts to stop those who take advantage of others through shady business deals. I simply ask that you consider those of us that you may be hurting by making the requirements so difficult. Thank you for your time and consideration! Sincerely, Hilary Rigo PartyLite Consultant Wickenburg, Arizona
