Dear Sir or Madam, Your Notice of Proposed Rulemaking for "Business Opportunity Rule, R511993" has recently been brought to my attention and I would like to let you know how this ruling would be detrimental to myself as well as many others that are in legitimate businesses. I have been involved in network marketing for several years and have never misrepresented myself or any company I have been associated with. I have never caused any person to lose any monies in any fashion. I had a small business that incurred a large amount of debt for me, but because of this debt I saw no way out and felt I had to continue on in it to cover my monthly bills. I became involved with Xango LLC and when my monthly check was large enough to cover my monthly debts I was able to close it and pursue just my Xango business. This is lucrative and has very little overhead versus all the overhead I had in my former business. I am now seeing a light at the end of the tunnel instead of the mounting debt I was looking at before. I can appreciate that your goal is to protect consumers from fraudulent persons or groups, but The "Business Opportunity Rule, R511993" you are proposing will unfairly target legitimate direct selling business in general as well as the growth of my business in particular. The seven-day waiting period will unneccessarily delay growth in my business as well as cause potential distributors to view direct selling in a negative manner. One of the many reasons I like direct selling so well is the minimal amount of record keeping, this ruling would certainly make that more difficult and time consuming. There is also the fact that legitimate persons and business such as myself will do our best to provide all the accurate data we can, whereas the groups and people you are "targeting" will continue to provide the same fraudulent information to get their "targets" to "invest" whatever monies they are looking for. I could go on, but I believe I have painted a pretty good picture of the negative ways in which this bill would impact myself as well as many others looking to make a legitimate living. Respectfully, Brenda S. Enos
