Comments:
Although fraud is a major concern of private and public enterprise, it is unfair to penalize those who are currently conducting an honest business using ethical practices with restrictions that negatively impact their growth. Business Opportunity Rule R511993 would be burdensom for legitimate multi-level marketing business people. It needs to be revised so that it would not inhibit those already doing business, from enrolling new entrepreneurs.
