What you are praposing could adversly affect many honest hard working people in the direct sale business. You can never fully protect people from the bad decissions they may make. Hurting the honest to try and foil the few dishonest people out there is wrong. Please consider carefully what you are doing and where all this legislation is taking our great and free country, yes sometimes free to make mistakes.
