Ladies and Gentlemen, I appreciate the effort you have made in trying to keep scam business opportunities from being spread; however, it has been my experience that what you are proposing will not hinder the scams only hurt the legitimate opportunities. I have been involved in 2 different home based businesses, both well established, but it was still my responsibility to read the literature and meet the people involved. I have also known other people who have found themselves in not so legitimate opportunities but there was still literature to read and people to meet and there was income. The difference is some business opportunities don't stick around for various reasons and others do. Just like 95% of small businesses fail in the first 5 years due to lack of funding or financial mismanagement, network marketing businesses also fail. And for those businesses where they tell you it's so new we don't even have any literature yet or they say it's a ground floor opportunity, if they are truly a scam, do you honestly believe they are even going to tell new members about the FTC regulations? Unfortunately, people make bad decisions every day and as much as we try, we can't save people from themselves. That's not what this country is about or has ever been about. Instead of proposing external controls on people why not find a way to detect the scams in less time thus minimizing the effect and exposure? I've always been told that it takes the FTC 7 years to find, investigate and shut down an illegitimate business. I also know that there are several, well established business opportunities out there that the FTC has thoroughly investigated and approved. Did you ever consider the effect these new proposed regulations would have on those businesses? What about the people involved? Please don't punish those of us who do take responsibility for our own actions for the sake of those who don't. Thank you for your time and consideration. Sincerely, Laura B. Chromzack
