Protection from Sharks would appear to be the main concern. This Rule however, is akin to ordering all swimmers to wear a suit of armour! It would drown us all! Nannying is not the answer. Giving up Freedom in the name of Security is very wrong. Simply teach common sense to the swimmers and provide a far greater deterrent to the sharks. Thus the answer lies in the punishing of the wrongdoer, NOT the punishing of ALL whether guilty or not!
