Proposed Business Opportunity Rule, R511993 I appreciate your working to keep the citizens of the USA free from unnecessary burdensome and costly paperwork which would unltimately increase the cost of poducts to you and our consumers. Therefore this rule as presented will need some adjusting to keep that from happening. Unfortunately charlatans will remain charlatans and will find a way around the proposals in this rule, meanwhile it will place a cumbersome if not oppressive amount of unneeded paper work on many small businesses as related to direct sales. A 7 day waiting period and 10 local distributors list for sales which impact someone's income is good, however, when the amount of money exchanged is less than filling a gas tank on a SUV, it is disproportionate and needs to be part of the consideration in such a rule. Since much of the direct selling business involves many small sales, the paperwork trail propsed in this rule will have to increase the amount of labor and equipment, space, paper (save a tree). etc. My position with direct sales is only to assist my clients to obtain the health products that they need at the lowest possible cost until such products are paid for by insurance--which is my ultimate goal. Improving the health of our nation is what I would like to spend my time working toward. As a Registered Nurse I have observed the increasing amount of paperwork required by law increase the cost of health care to the public, decrease the amount of time given to the patient, decrease the satisfaction of the nurse to the point of quitting so that they do not have to be afraid that they worded something wrong on the chart, that they could be sued for everything that they are worth. To me, this rule as written is a step in the same direction. Please go back to the table and reconsider how much this will impact small business which is the foundation of our economy.
