Dear Sir/Ma'am: I would like to register my comments on this rule below. 1. The zero dollar limit would include 'free to join' affiliate programs such as the ones run by Amazon, Google, and Clickbank which because of how they operate cannot possibly provide the requested data. I also feel they shouldn't need to simply because of the simple fact if you don't need any money to join them, who is really getting scammed? 2. The rules are so vague they could include print books such as 'How I Raised Myself From Failure to Success in Selling' and 'Scientific Advertising', both of which have been in print for over 50 years. These rules would not only impact bookstores, but libraries and colleges as well. 3. There are already laws in place to make pyramid and ponzi schemes illegal. All this new law would do is burden the honest businesses further, and add new bureaucracies to enforce these rules while doing nothing to actually stop the scammers themselves. In short, I think this is nothing more than 'feel good' legislation which will damage decent hard working Americans while doing nothing to stop the scams themselves. The FTC should be petitioning congress for the manpower to actually do the job instead of punishing the honest for the actions of people like Charis Johnson. Sincerely, Floyd Fisher
