This is to respond to the proposed Business Opportunity Rule R511993. If adopted as written, my career as a Nature's Sunshine Herb Specialist for the past 12 years will be significantly impacted. Governmental interference in the free enterprise process is not the American way. It would be a disservice to the public by the FTC's overregulation of an industry that is beneficial and adequately remedies any and all complaints. Nature's Sunshine complies with all applicable buy back requirements and individuals may easily exit the Company if the business opportunity is not right for them. The FTC needs to protect the public where necessary, however, this proposed rule is overbroad and misguided. The 7-day waiting period is unnecessary and will interfere in my ability to enter into lawful transactions and enroll new distributors. People buy TV's, cars and other much more costly items without such a waiting period. Further, this proposed waiting period gives the impression that something is wrong with the plan. Additionally, the burdensome paperwork, which will not even be read by the public, makes it extremely difficult for the individual participant to fully comply, thereby setting them up for fines and other penalties for such failures, however innocent. These actions would be a disservice to the consuming public and Americans everywhere who are trying to get ahead by starting their own businesses, or earning necessary supplemental income to help support their family. While the work of the FTC in protecting consumers is appreciated, this proposed new rule has many unintended consequences and should be modified so as not to encroach upon the rights of an honest and beneficial industry.
