This sounds like a decent proposal. However, those of us educated on how bureaucracies operate and set up laws and rules are aware that this is going to turn into nothing but a big, sticky nightmare for people. If you people could use some common sense on ANYTHING many of us wouldn't feel this way. But, I know common sense is FAR beyond your abilities so leave things alone please. We don't need more paper to fill out to be sent off to some halfwit in an office somewhere to "approve". I'd suggest you folks go get real jobs and working in reality instead of trying to make others lives more difficult. Morons
