Concerning the proposed "Business Opportunity Rule", please do not go forward with this new rule. Rather than yet another misguided attempt to throttle free-enterprise why not spend the time, effort and tax-payers dollars on educational and informational approaches to the situation? It is a simple matter to draw arbitrary guidelines/rules that frustrate legitimate businesspeople and do nothing to stop clever rip-off artists. Government needs to step up and get past the "gate-keeper" mindset.
