To Whom It May Concern, I am seriously concerned that if Business Opportunity Proposal R511993 passes in it's present form, my livelihood as a Nature's Sunshine Products (NSP) distributor will be so impacted that I will have to go out of business. I have been a NSP distributor for approximately 15 years now, first just for personal reasons and later as a business woman. In those 15 years, I have been able to improve my health, gain confidence as a speaker and educator, receive supplemental income and offer the same possibilities to others. I am a one woman operation. After looking at the proposed rule, I see that it would lead to record keeping and administrative problems beyond my abilities. It would cause extreme and unnecessary delays in getting product to those who desire it and in general lends a very negative light to the direct selling plan and the whole industry. I realize there are those unscrupulous businesses who prey on people and who represent themselves in a fraudelent manner. But I am NOT, nor is Nature's Sunshine Products, one of them... and so we are being unfairly targeted through this rule, as I know many other legitimate companies are. NSP has always allowed a return of product at full price and without any questions. In addition, any distributor who has had a need to withdraw from the company has been able to without problems and for any reason. It's this company's voiced and lived policy of integrity, quality and service that has keep me with them for 15 years. I respectfully understand the FTC's desire to protect me, the consumer, from fraudulent businesses and practices. I appreciate this protection. Unfortunately, Business Opportunity Rule R511993 is NOT the proper vehicle to do so. It would cause many unintended consequences, overburden the legitimate self-employed entrepreneur and effectively put me, and a quality company such as NSP, out of business. I ask that the FTA consider an alternative plan, which is less burdomsome, and which will allow me, a legitimate direct selling company, to stay in the business I love. I thank you for your time considering my comments. Sincerely
