Dear Representative, I am writing this letter due to the fact that I am concerned about the ramifications of the Business Opportunity Rule R511993 and how it will impact free trade both for myself as a small business owner and for the spirit of the American Constitution that advocates free enterprise. I have been a distributor for Nature's Sunshine for the past 12 years and have also been a distribtor for many other multi-level and direct sales companies that complement my work. I have provided quality products and education to individuals for all those years with honesty and integrity.All of those companies that I have worked in conjunction with have complied with the law and had policies in place that allowed individuals to discontinue their affiliation with the company if they so choose. This current proposal inplies that this type of trade is inherently evil and needs to be heavily regulated. Whatever the industry, or whatever the situation, there will always be those who will seek to abuse the system that is in place. That is why the FTC has been a good avenue for regulation of those individuals and businesses who seek to prey on uninformed or vulnerable populations. However, I believe that the current proposed bill as it stands is over-reactive and will only serve to hurt honest people and small businesses in general by over-regulation and adding confusion as well as distrust for the consumer. It appears that my industry has been singled out. If you are going to regulate with a 7 day waiting period, then you are discriminating against one industry because people who sell cars, TV's and even refinance mortgages are not subject to as stringent a system of control. We have all heard nightmares about these industries. Why has this industry been singled out?! I urge you to reconsider this bill that I think is unconstitutional because it interferes with free trade, and it is someone's radical over-reaction to some dishonest individuals or companies that have taken advantage of situations in the past.
