Hello, I appreciate you FINALLY doing something about the scammers that prey on those who wish to make a living online and in network marketing or direct sales, however you should really target companys whose main goal is ONLY recruiting, not those who have an established product and customer base. If your sales are dedicated to your customers, they will do whatever needs to be done to join as consultants or independent members. The penalty is on those who ARE ethical, honest and moral and for those who ARE NOT- they will get around this ALSO. So PLEASE try to TARGET your legislature to reflect those true scammers. People need to be aware that if the product being sold is inferior, invisible or unrealistic they should take a closer look at the company. Thank you
