I am concerned about Business Opportunity Rule R511993. This ill concieved action would unermine my ability to continue my own business of helping people help themselves. Government overregulation has never worked in the past in any other area of life; what makes anyone think it will work here? As long as a company provides an easy exit for any individuals who decide it is not right for them (as Nature's Sunshine does), there is no need to create regulations regarding same action. While waiting periods might be useful for purchasing items that could injure or take one's life in an abrupt and gruesome manner, I hardly think a waiting period is needed to purchase herbal preparations. Hey, maybe a waiting period to buy prescribed medicines would be useful since they are responsible for killing more people than herbs do. Perhaps you need to read the book 'Unintended Consequences' by John Ross; you will find that many results of seeminly harmless acts can be quite devastating. If you had your own business, how much government regulation would you like to see imposed upon you? Please reconsider these over burdensome proposals.
