Reconsider whether a bureau is still negligent even without damages under certian circumstances, e.g. when a consumer disputes incorrect information with proper evidence on multiple occasions and the bureau still keeps the inaccurate information, they admit fault on multiple occasions but cannot be prosecuted as no damages are as a result though they were very negligent with the initial dispute and reinvestigation.
