Dear Mr. Secretary:

I would like to urge that you not allow the identification as "Made In The USA" when up to 25% of the manufacturing costs could involve foreign components.

Made in USA should mean exactly that -- made in the USA.

It does not mean that the company has to be a U.S. company. If, for example, a foreign company is manufacturing fabric or garments in this country, those garments, of course, would be labelled, Made In The USA.

Unless the garment is actually made here, it should not be so labelled.

I hope you will give this opinion your consideration.

Yours very truly,

RICHLAND MILLS
