Below is an example of how this cost standard fails. Althletic shoes are manufactured in China for $3.00 US, based on the Chinese American currency exchange rate. They are then shipped here for labeling and packaging. Labeling and packaging in the US costs $3.00. Under the proposed changes these shoes could now be labeled Made in the USA.
