To whom it may concern:

By using cost as the basis of measure, you enable goods with a very low part of their content actually made here to be labeled “Made in the USA.” Below is an example of how this cost standard fails.

Althletic shoes are manufactured in China for $3.00 US, based on the Chinese American currency exchange rate. They are then shipped here for labeling and packaging. Labeling and packaging in the US costs $3.00. Under the proposed changes these shoes could now be labeled “Made in the USA.” This is, obviously, ridiculous.
