Dear FTC:

To me, "Made in the USA" is an all inclusive term.  It means the entire product is made in the USA. 
We see qualified labels, i.e., made from US fabric, partially assembled in the US, US parts, etc., which
is being totally honest with the consumer.  To say something is made in the USA when only part of
it is would be misleading.
