Policy Commant," FTC File No. P894219 Dear Mr. Secretary: The National Association of Hosiery Manufacturers (NAHM) is the trade association representing the interests of those companies in the United States that produce all types of men's, women's, and children's hosiery. NAHM members manufacture and market over 85% of all the hosiery sold iii the United States. NAHM understands the FTC's comprehensive review of "Made in U.S.A." claims does not directly address textiles and apparel, including hosiery, because this category is governed by the "Rules and Regulations Under the Textile Fiber Products Identification Act (TFPIA)." However, NAHM wishes to reaffirm its position originally submitted to the FTC in December, 1995 on this issue. The manufacture of hosiery is a two-step process: first, yarn is knitted into a cylindrical fabric; and second, by means of a number of different cutting, sewing, and finishing processes, the creation of a product. The ability to label hosiery products "Made in the U.S.A.," regardless of the origin of the yarns or fibers, has proven practical and beneficial to this segment of U.S. industry, and allowed it to be competitive on both the domestic and international levels. It has also assured U.S. consumer,,; that those products accurately reflect the quality associated with American made hosiery.
