Commission authorization of the staff to file amended complaint: The Commission has authorized the staff to file an amended complaint in the case currently pending against Patrick Cella, et al., CV-03-3202 (C.D. Calif.). The Commission filed this action as part of the Southwest Netforce sweep on May 7, 2003, alleging, among other things, that the defendants made false representations relating to their envelope-stuffing work-at-home opportunity and disseminated fraudulent credit repair information. Through this action, the FTC has added David Herrera as a defendant in this matter, based on his alleged involvement in the defendants' operations. Publication of Federal Register notice: The Commission has authorized the publication of a Federal Register notice proposing substantive amendments to the FTC's Trade Regulation Rule Concerning the Labeling and Advertising of Home Insulation, commonly known as the R-value Rule. As detailed in the notice, which will be published shortly and is available on the Commission's Web site as a link to this press release, the FTC proposes several amendments designed to streamline and increase the benefits of the Rule to consumers and sellers, minimize its costs, and respond to the development and utilization of new technologies to make U.S. homes more energy efficient and less costly to heat and cool. The notice includes proposals to improve disclosures for loose-fill insulations, streamline certain advertising disclosure requirements, and update testing requirements to incorporate recent test improvements for some insulation products.
The FTC is accepting public comments on the proposed amendments until September 22, 2003. The notice contains instructions for submitting comments.
