WHAT: A conference kicking off "Project DETER." The goal of the conference is to begin a dialogue about how to protect people who are moving from welfare to work from consumer fraud that might target them, including educational, training, and employment opportunity scams, as well as other consumer protection issues. Participants will include federal, state and local government officials, presentatives of non-profits and labor organizations. The conference is open to the media.
